Employees at all levels need to be increasingly self-motivated and empowered to take responsibility for training, learning and developing if they are to compete in the “global marketplace for skills”.
But a growing marketplace, combined with a trend towards shorter-term jobs, will reduce the
incentive for employers to develop their workforce and that, in turn, will create a market failure.
It will therefore be crucial to engage people with the concept of lifelong learning as early as possible, to “create experiences for young people that promote their motivation and capacity to engage in learning throughout their lives, ie promoting their ‘disposition to learn’”.
