Too much time is spent accrediting people’s existing skills rather than developing those skills
to a higher level, say government inspectors.

A key finding of this year’s Ofsted annual report, published last month, is that, while several areas of adult learning and skills have improved, much more needs to be done to overcome the barriers faced by disadvantaged people in the UK.

One of those areas is addressing literacy and numeracy for adults. Ofsted chief inspector Christine Gilbert says good standards of literacy and numeracy are “central to securing and sustaining employment” and a high priority must be providing well-targeted support to people from
disadvantaged groups in addressing literacy and numeracy problems.
