Ofsted’s recent highlighting of the differences between the attainment of students from different social backgrounds has brought to the fore once again the issue of equality within education and training systems.

This is a long-standing and complex issue. At its root is the debate about whether education systems simply reinforce social patterns or whether they can be tuned to play an active role in reducing social inequality.

At EU level, the reduction in rates of early school leaving has become a major concern; it’s
seen as critical not just for social equity reasons but also to ensure that, in the face of an ageing population and falling birth rates, the EU can maintain the size and quality of its labour force to ensure its future competitiveness. Member states have even agreed a target: that the overall EU rate will have fallen from 17.7 per cent in 2000 to 10 per cent by 2010.
